Dear Mr. Xi Jinping,
We have the honor to address you as the greatest military-political and economic world figure of our time!
Mr Xi Jinping! It would be a great honor for Ukraine to achieve closer economic and political cooperation with your great Power, the People’s Republic of China.
Ukraine already now has the ability to supply China with at least 20 million tons of various grain products, which are very necessary for the food and livestock sector of the Chinese economy (including our country is ready to supply grain of wheat, corn, barley, etc.).
Also, our country is one of the leaders in the export of sunflower oil, which we would be happy to supply to China. Thus, exports of minimum volumes of grains and oilseeds to China alone could amount (in monetary terms) to approximately 20-30 billion US dollars per year.
In turn, Ukraine is ready to cooperate with China in the joint introduction of new technologies for growing agricultural products, including livestock (cattle, pigs, sheep, poultry and
etc.), for this, economists and the Ukrainian public are ready to initiate the issue of transferring the PRC to a long-term lease for 30-40 years of Ukrainian lands in various regions of our state under investment obligations to introduce 100% irrigated agriculture, develop animal husbandry (at the rate of 1 head cattle per 1 ha of land) at an average annual rental rate in the range of 200-300 US dollars per 1 ha.
Due to the fact that the Ukrainian government has publicly announced the privatization of the Titanium and Magnesium Combine, which is the only enterprise in all of Europe and has no analogues in almost the world. The Ukrainian public is very interested in the fact that the People’s Republic of China took part in the privatization of this plant. We propose to sell the first 50% of this plant, and if the investor fulfills investment obligations, it is possible to sell the second part, owned by the state.
Ukraine would very much like China, together with our enterprises, to develop promising samples of modern rocket and aviation technology. As you know, titanium is an integral part of the production of any of the most modern and technologically advanced aviation and missile systems.
We will be very glad to mutually beneficial cooperation with you in the person of the Great People’s Republic of China.
At the same time, the Ukrainian economic elite will apply for significant tax incentives for Chinese enterprises or Chinese investments in Ukraine, namely: exemption from income tax for the first 10 years of land lease, exemption from value added tax (VAT) for the entire period of Chinese investment in Ukraine, invested in the development of rocket and aircraft manufacturing, as well as in agro-industrial production. If these funds are not used by the company for personal consumption or export abroad, but are invested in the development of its own production and its expansion or deeper processing of agricultural products and other products within the customs territory of Ukraine (this will allow the production of food products with an export potential of more than 200 billion US dollars annually), as well as modern rocket and aviation products, which, with the help of Ukrainian and Chinese engineers, will undoubtedly be the most advanced in the world!
In turn, Ukraine is very interested in building on its territory Chinese enterprises or enterprises with Chinese investments for the production of modern plant protection products (insecticides, fungicides, herbicides), similar in quality to those produced by Bayer and Syngenta.
The volume of consumption of such products in Ukraine annually is about 15-20 billion US dollars.
Ukraine is also (!) interested in building at least 2-3 large chemical plants for the production of nitrogen mineral fertilizers. The annual fertilizer sales market in Ukraine is equivalent to 15-18 billion US dollars. For this, Ukraine is very interested in Chinese investments in the exploration and production of gas, oil and gas condensate on the territory of Ukraine (hydrocarbon reserves in Ukraine are not inferior to the explored hydrocarbon reserves in the Russian Federation).
I would especially like to draw your attention to the fact that our Ukrainian company is the only one that has a unique ultra-modern technology for geological exploration of subsoil and accurate determination of not only oil and gas fields, but also large fresh water deposits (and its reserves in our country are huge), which in the future it will be required to create a total irrigated farming system in Ukraine.
Ukraine, as an agrarian state, is also in dire need of modern agricultural machinery. We know that China is able to design and manufacture the world’s best examples of any automotive, construction, military and agricultural equipment. Our state is very interested in the creation in Ukraine of numerous enterprises for the production of agricultural machinery: tractors, combines and other soil-cultivating and sowing equipment. The volume of demand for this technique, as well as for trucks and cars for the Ukrainian village annually is about 10-15 billion US dollars.
Dear Mr Xi Jinping, Ukraine has many more profitable proposals for economic and other comprehensive cooperation on a mutually beneficial basis. For China, the potential, natural and human resources of our country, with a high intellectual level of training, are extremely profitable and promising, with the expectation of long-term historical cooperation between the Chinese and Ukrainian peoples, including in laying the well-known “Silk Road” from China to Europe , which also promises huge benefits for the Great Chinese Economy, which was created thanks to your organizational, economic, brilliant leadership of the world’s largest real economic system, which has long been called the “Chinese miracle” in the world
