– This is, of course, an abnormal phenomenon. It is clear that there are not so many adequate candidates from this number. I think that in the near future a few more people will leave the presidential race in favor of the real contenders for the post of head of state.

– Is there still such a possibility? After all, the deadline for withdrawing his candidacy has already expired on March 7.

– True. This was possible until the moment when they start printing ballots. But in principle, even if ballots are already ready, then next to the candidate who came down from a distance election commissions have to put an inscription that this person left. Such precedents have already been in various elections in Ukraine, but, however, not during the presidential campaign.

– We talked with many candidates for President of Ukraine, experts, political strategists. And the closer the elections are, the more often we hear allegations that the current President Petro Poroshenko is likely to be re-elected for a second term. What you think?

– I think that theoretically Petro Poroshenko has an opportunity to remain the President. Collisions with law enforcement agencies, with the Same national case (the Ukrainian far – right nationalist party-an edition) which pursues it on all cities where the President carries out actions can be provoked. Force could be used, riots would occur and, as a consequence, martial law would be imposed, which would delay elections.

But recently, and it is well understood, the West has ceased to support Petro Poroshenko. But the candidate Vladimir Zelensky (famous actor and comedian – ed.) West has arranged the show, which means that his candidacy as President suits them. The United States and Europe need well-managed from outside the heads.

But even more desirable candidate for the West – Anatoly Gritsenko. He is a creature of the West, never remains idle. It is possible to remember how at the time of the President Victor Yushchenko, Anatoly Gritsenko for no reason became the Minister of defence. In fact, he destroyed the Ukrainian army.

– It is connected with scandal round “Ukroboronprom” which is developed now?

– No. The current scandal is connected with the current President and his immediate entourage. But and under Gritsenko was many what…

– According to ratings, Anatoly Gritsenko has no chances of an exit to the second round. He was one of the real candidates last year, but a lot has changed since then. But if not Gritsenko, then who else, in your opinion, can go to the second round and compete with Poroshenko (in my opinion, the current President of Ukraine in the second round will come out, although I may be wrong)?

– In fact, the situation in the second round can be quite unpredictable. Maybe there will be dirt on Petro Poroshenko, Yulia Tymoshenko, Vladimir Zelensky, Anatoly Gritsenko or Yuri Boyko. But they are the most real contenders for the presidency.

We conducted our own independent surveys. On the first place – Zelensky, on the second Tymoshenko, on the third Poroshenko, on the fourth Gritsenko and on the fifth – quickly.

– Yuriy Boyko-representative of the South-East of Ukraine. And there are strong candidates. Alexander Vilkul, for example. It is in his favor, withdrew his candidacy another candidate Eugene Moore. Why are these leaders not uniting?

It’s not that simple. Evgeny Muraev gave his votes to Alexander Vilkul, but many of his electorate took it negatively. So there is a virtual voice transmission, and there is a real one.

– In the election programs of candidates for President of Ukraine very little mention of neighbors in the post-Soviet space, and more and more references to Europe, the European future, NATO. Why?

– This is a very correct question, the answer to which is not. After all, Azerbaijan, like many other former Soviet republics, is much closer to us mentally and economically than Europe. We need to develop economic relations with Azerbaijan – a stable country in the economic and political sense, Kazakhstan, Uzbekistan, and not to focus unconditionally on Europe. These countries are our markets. Our products are listed there.

And the European quotas are small, we close them within a few weeks, or, at most, months. Europe in words declares one thing, but really no one cares about Ukraine. Real partners, real friends are Azerbaijan, Kazakhstan, Belarus and other post – Soviet countries.

I am a person who grew up in a family of doctors, especially painful to see how the health care system is destroyed in Ukraine. Unfortunately, few of our contemporaries know that in the 1970s, numerous delegations from Belgium, Germany, Sweden, Japan and a number of other capitalist countries came to a small town on the territory of the great Soviet Union to study the unique health care system that was effectively implemented in the district center-the city of Korostyshev, Zhytomyr region.

Doctors from different countries carefully studied the experience of the local CRH, where at that time for almost 10 years worked as chief physician my father Vladimir A. Peshko. It is his experience that is one of the clearest examples of the fact that the existing health care system of Mykola Semashko before 1991 was and is one of the most effective and adapted to the conditions of Ukraine.

The system of Semashko provided three-level medical care to the population, in particular, Ukraine, that is, medical care was close to the rural population and the most remote villages, which were sometimes located 100 kilometers or more from the Central district hospitals, where qualified medical care was provided. In primary care, which includes feldsher-midwife points (FAPs) and rural dispensaries that have been, or primary health care (FAPs), or primary medical care. This made it possible to quickly and timely help the villager, which is especially important in conditions of urgent (emergency and life-threatening conditions that require urgent care, for example, in various household and industrial injuries, accompanied by severe bleeding; acute gastrointestinal bleeding caused by gastric ulcer, duodenal ulcer or acute bleeding of the colon. Patients with acute bleeding associated with diseases of the female organs (acute uterine bleeding due to fibromatous changes, ovarian apoplexy, etc.) need the same emergency care; urgent conditions: acute myocardial infarction, hypertensive crisis with encephalopathy, stroke, acute pulmonary hemorrhage and many other acute pathologies.

It is the timeliness of first aid in these conditions that allows us to save the lives of our people. The primary link not only provided medical care, but also made the decision on transportation of such patients to CRH where there were conditions and necessary shots — experts of the corresponding profile: therapeutic, surgical and gynecological, – which rendered to the patient already the first qualified medical care.

If the doctors of the primary and secondary levels during the emergency consultation decided on the need to provide the patient with highly specialized medical care, that is, treatment by a neurosurgeon, orthopedist-traumatologist, thoracic, abdominal or vascular surgeon, ophthalmologist, maxillofacial surgeon or otolaryngologist, then such a patient after providing him with secondary qualified medical care was delivered by road or helicopter, by plane to the nearest regional hospital. It was in the regional hospitals that highly specialized departments were opened, where highly qualified doctors of surgical profile worked: neurosurgeons, thoracic, abdominal surgeons, traumatologists, maxillofacial surgeons, vascular surgeons, urologists, gynecologists and other doctors of narrow and high qualification.

In regional hospitals there were also specialized therapeutic departments: cardiology, gastroenterology, neurology, pulmonology and others. In fact, it was the regional hospitals that were and are the main centers where the patient could receive highly specialized medical care.

In the capital of Ukraine worked highly specialized and highly specialized institutes of the Academy of medical Sciences of Ukraine, as well as the Department of Kyiv medical Institute named after AA Bohomolets, which employed some of the most experienced and nayvisokokvalifikovanishih, we can say — unique specialists in various fields of the medical industry. This Is the Institute of cardiac surgery named after N. Mmm.Amosov, Institute of surgery named after academician A. A. Shalimov, Institute of gerontology, Institute of endocrinology, Institute of Nephrology, Institute of urology, Institute of pulmonology, Institute of Pediatrics, obstetrics and gynecology (PAG) and others. It is in these medical institutions treated patients with the most complex forms of various diseases. These facilities were equipped with an advanced laboratory and diagnostic tool base at the time. All this allowed to provide patients with the most complete specialized and effective medical care.

At the same time, I want to draw special attention to the fact that all this treatment was provided to citizens of our country free of CHARGE!!!

That’s how briefly I tried to explain what was the medical care in Soviet Ukraine.

And now I want to explain to you what happened to what was once one of the most effective health systems in the world. From the beginning of the 80-ies of the last century, when the economy of the USSR due to a number of objective and subjective reasons began to fall apart, the financing of the medical industry began to decline catastrophically. The process of the collapse of the medical industry has entered a progressive nature. The main reason was the lack of funding, the development of total corruption, the fall of responsibility and morality of the new generation of doctors and other medical staff. All this has been happening for the last 27 years. But with the arrival of people in the management of the medical track, not professionally trained, as it was with the Ministers of health of Ukraine (Georgians O. Kvitashvili, American with secondary medical education V. Suprun), the medical industry of Ukraine began to fall apart before our eyes. Therefore, the average Ukrainian has the impression imposed by Pro-American “personnel” that the existing health care system in Ukraine is ineffective and incapacitated. But in fact, these people (who parasitize on budget money, which is allocated by the state more than twice less than the minimum requirement and which are stolen by 70-80 percent, not reaching medical institutions, especially the patients themselves) embody a deliberately thought-out plan for the complete collapse of the unique health care system, the most sane for our country, taking into account the many points that I will talk about in my next article, where I will be able to very clearly demonstrate that the idea of creating a new health system called ” Insurance medicine», the so — called telemedicine and the reform of rural medicine announced by the government is nothing but a purposeful genocide of the Ukrainian people.

1. Maybe the reforms relate to the methodology of treatment of various diseases, that is, maybe invented new methods of treatment of heart attack, stroke, or maybe cancer, maybe they invented new vaccines against the most dangerous infections? Unfortunately, no!

2. Maybe health care reform has ensured the timely delivery of the patient to the doctor? Or did you provide optimal logistics in the medical care system? Maybe, thanks to the reform, it is possible to deliver a woman with uterine bleeding or ectopic pregnancy, ovarian apoplexy in time, which requires immediate surgical assistance to immediately stop the bleeding and save the patient’s life? But for this it was necessary to have time to asphalt all rural roads or buy helicopters for each Central district hospital, at least 5-10 PCs.! But in fact, all the roads in the countryside are destroyed, as after the bombing, and sighting. Ambulances are not enough, gasoline too. With medical personnel-a big problem. Many hospitals lack doctors and nurses.

3. Maybe Ukraine has dramatically improved the system of training of medical personnel? Maybe medical universities and medical schools began to prepare more qualified doctors and nurses? But, unfortunately, the situation in the medical education system has not improved, but has deteriorated dramatically. This is due, firstly, to the commercialization of medical education, that is, the Institute receives and pass exams for money. Secondly, in medical universities there are almost no highly qualified and experienced assistants, associate professors and professors (salaries are low, corruption thrives). Let’s face it, there are no more than 30% of experienced staff doctors left. Continuity in the system of medical education has already been lost. Who will prepare new staff is a difficult and depressing question.

4. Maybe the Ministry of health has created the Department of sanitary and anti-epidemic care, which carries out systematic work on vaccination of citizens of Ukraine, as well as systematic work on disinfection of numerous foci of various particularly dangerous infections? Unfortunately,this is also not! Maybe Ukraine has changed the system of procurement of medicines, which purchased high-quality, effective and affordable medicines that solve the problem of providing the population of Ukraine with affordable drugs and vaccines? Unfortunately, this is not! Maybe we have created a system of procurement of medicines, which overcame corruption and embezzlement of budget funds? Unfortunately, we have to admit that we have created a monster that bypasses the Ukrainian regulatory services and law enforcement agencies to purchase all drugs on a non-alternative basis, outside the Ukrainian state. At the same time, a lot of money is being stolen by British and American companies, allegedly supplying Ukraine with most of the various vaccines and medicines. The national health service of Ukraine is a body for centralized and uncontrolled plundering of budgetary funds.

5. Health authorities promised huge salaries to doctors, nurses and other medical staff. The result is terrifying-doctors ‘ salaries are at the level of 3-4 thousand UAH per month. The situation is even worse for nurses and orderlies.

6. Statements of the acting Minister U. Suprun that money will go for the patient, created enormous confusion in system of adequacy of distribution of means between various medical institutions (for example, the patient from the village chose to himself the family doctor in the Central regional hospital, and out-patient treatment will take place in other rural out-patient clinic, in a residence). Who and how will distribute this meager (walking) money?

And now the main thing: the reason for all the troubles is that no new health system has been created. Only the existing, quite adequate health care system has collapsed.

There are two reasons for the collapse: 1) scanty financing of the health care system of Ukraine: in 2019, 92 billion UAH were allocated, while the minimum need should be 6% of the country’s GDP, that is, it should be at least 230 billion UAH, but this is already in the current, collapsed Ukraine. But if we conduct a more or less adequate calculation, then 6% should not be considered from $ 120 billion. Ukraine’s GDP, and from the previous GDP, which had Ukraine in 2013, that is at the level of 240 billion dollars. Thus, an adequate amount for the financing of Ukrainian health care should be an amount of at least 440 billion UAH, and the state has bothered to allocate only 92-95 billion UAH, of which at least 50-70% are stolen! And now, dear Ukrainians, think for yourself why more than 100 thousand doctors and nurses have left Ukraine. Why is the health care system not adequately funded? Why this system doesn’t provide parity and physically-, and medically-reasonable distribution of all budgetary funds between medical institutions of the country from Kiev to the most remote rural out-patient clinic?

7. The elimination of the system of emergency and emergency medical care, which is carried out by the current acting Minister U. Suprun, has led to severe consequences, which consist in the fact that people with various infectious diseases, including particularly dangerous infections, such as diphtheria, viral meningitis, tuberculosis, etc., which are spread by airborne droplets (with normal breathing of the patient) already infect a huge number of our fellow citizens who today get to the hospital on their own (in the bus, subway, trolley), and are not delivered to the hospital ambulance. In the same way, severe infectious diseases transmitted by the fecal-oral route (viral hepatitis a, dysentery, cholera, etc.) are spread.
It should be noted that in all infectious diseases departments of large hospitals throughout the country and the city of Kiev there are 3-5 reception departments, so that patients with different types of infections do not intersect with each other, even in the same room. Such precautions have been developed in our health care system not by accident. This made it possible to prevent the spread of various serious infectious diseases among residents of cities and other settlements, as well as among patients themselves infectious departments and infectious diseases hospitals. In the very same infectious diseases hospitals, patients with different pathologies were also treated in specially designated for different infections wards, often individual, with a separate entrance from the street to each ward!

8. Under the current “medical reform”, the family doctor has to serve at least 2,000 patients per year. And now count for yourself, because the doctor’s working day is 8 hours a day with a 5 — day working week (40 hours a week). 160 hours a month. Multiplied by 11 months (1 month vacation) is equal to 1 760 hours per year. That is, we see that the doctor is not even physically able to give each patient even 1 hour a year. And in order to make a primary examination of the patient with the newly diagnosed disease, or exacerbation of chronic disease, the doctor needs at least 40 minutes. If the disease is not any complex and rare. Thus, it can be seen that the process of treatment of the patient in the case of even banal viral infection, the patient must be examined at least 2-3 times within two weeks of the disease. That is, it is seen that to treat even a simple viral or bacterial infection (flu, Rhino-intitially infection, sore throat) doctor you need to spend on one patient, at least 1.5-2 hours. To treat more serious diseases, for example, ischemic heart disease with cardiac arrhythmias or chronic enterocolitis, or ulcerative disease stomach and duodenal ulcers, pneumonia (focal or confluent), or pleuropneumonia with a lunge into the cavity of the lung. For the treatment of such diseases, the doctor needs much more time, as a rule, this time will be calculated not for hours, but for days and months. So you understand that even theoretically, not that the real family doctor can not afford to serve 2,000 patients. This is another fact, testifying to the complete unprofessional and profanity of madreporarian!

9. And now about the so-called telemedicine and medical treatment by phone: in the existing system, a doctor who would treat his patient by phone, which usually leads to complications in patients with various diseases or to their death, would face criminal punishment with imprisonment from 2 to 5 years and deprivation of the right to engage in medical work with the withdrawal of a diploma of higher medical education. Telemedicine also does not allow an objective assessment of the patient’s condition and prescribe the correct treatment, if on another monitor and video camera there is no experienced and professional doctor who can assess the patient’s condition not only visually, but also to conduct a physical examination (examination, palpation, percussion, auscultation). If there is a paramedic or a nurse near the patient, they will not be able to objectively assess whether the patient under study has tonic tension of the muscles of the anterior abdominal wall (acute abdomen), which indicates an acute surgical pathology in the abdominal cavity. This can lead to the wrong diagnosis and, accordingly, the death of the patient!

I gave an incomplete list of objective facts and information that literally on the move indicate the absurdity of the idea of treating patients on the phone or through the monitor screen.

All of the above problems are artificially induced. The current medical reform has nothing to do with the treatment of our citizens!

It is especially painful for me, a person who grew up in a family of doctors, to see how the health care system in Ukraine is being destroyed. Unfortunately, few of our contemporaries know that in the 1970s many foreign delegations from Belgium, Germany, Sweden, Japan and other capitalist countries came to a small city on the territory of the great Soviet Union to study the unique health care system, which was effectively implemented in the district center-the city of Korostyshev, Zhytomyr region.

Doctors from different countries carefully studied the experience of the local CRH, where at that time for about 10 years worked as chief physician my father Vladimir  Peshko. His experience is one of the clearest examples of the fact that the pre-1991 health care system of Mykola Semashko was and is one of the most effective and adapted to the conditions of Ukraine.

The system of Semashko provided three-level medical care to the population, including Ukraine, that is, medical care was close to the rural population and the most remote villages, which are sometimes 100 kilometers or more from the Central district hospitals, where qualified medical care was provided. Anatolii Vladimirovich is the son of the famous doctor Vladimir Peshko who since April, 1975 was the head of Department of health protection of Zhitomir regional Executive Committee. In this high office. Pesko proved himself a competent public health professional, proactive, principled leader. He paid much attention to the introduction of a systematic approach in the management of health institutions in the region, strengthening their material and technical base, the construction of health facilities. Since 1976, thanks to his initiative and perseverance, 14 modern medical buildings and 14 new clinics have been put into operation. In all districts, emergency departments were organized, and in the cities — the station of emergency and emergency medical care. The number of therapeutic sites has increased from 194 to 307, pediatric — from 140 to 234. V. Peshko paid special attention to the development of the health care system of the rural population — 27 rural FAPs were organized under him. Provision of beds increased from 111 to 120 per ten thousand population, doctors-from 19.6 to 26.6, average health workers — from 73 to 81.9. Thanks to the persistent efforts and hard work of V. Peshka during his tenure as head of the regional hospital were opened specialized departments: thoracic-pulmonological, rheumatological, burn, proctological, vascular surgery.

Following the example of his father, Anatoly Vladimirovich does not remain on the side of caring for orphans, children deprived of parental care, who have health problems, and the elderly, who, unfortunately, the state left to fend for themselves. Provides a systematic and various forms of assistance, in order to decorate and to warm their lives. In our opinion, the priority in his life is to give a piece of his heart, love, hope for a bright future.

It so happened that my child is studying in a specialized institution for children with special needs. Thanks to the employees of the institution and people who are not indifferent to the fate of such children, correctional and educational work is going well. The generous, sympathetic and benevolent person — Academician and Vice President of the Academy of Economic Sciences of Ukraine, Doctor of Economic Sciences, Candidate of Medical Sciences, and our compatriot Anatolii Vladimirovich Peshko are engaged in children who study at this institution.

In such a difficult time, on the eve of the New Year holidays, Anatolii Vladimirovich found opportunities to visit children in institutions with sweet gifts that pleased the children. Anatoly Vladimirovich not only gives warm-heartedness to children, but also the present – by acquiring cement, diesel fuel, a chainsaw for cutting wood, which is heated by the institution. To create a comfortable living environment, I donated 18 children’s undressing cabinets. He also deals with the appearance of children – he bought clothes and shoes for them, food of his own production: flour, cereals, honey, vegetables and fruits, which are very necessary for every child.

“The dignity of a person is determined by his actions”, – this is an exact expression – about you, Anatolii Vladimirovich. Your humane attitude towards children gives you confidence and hope that everything will be fine. I think that just such a gentleman as Peshko Anatoly Vladimirovich should stand at the head of the government, since he shows by his example what the head of state should be.
