The country has an extremely difficult economic and explosive social situation. This is the result of gross miscalculations in the management of the economy committed by the previous government.

Arseniy Yatsenyuk together with the deputies of the Supreme Council of Ukraine led to the fact that virtually no industry is functioning normally and the agro-industrial sector that is profitable before the beginning of 2016 has been put into a difficult economic situation. When the budget was adopted in 2016, the government of A.Yatsenyuk canceled the benefits for the agro-industrial sector that existed in Ukraine for more than 20 years, which allowed gradually, overcoming great difficulties, to raise agricultural production to the highest level for all the years of Ukraine’s existence, not only as an independent state, but and for all the years in the Soviet Union. Although, it should be noted that such outstanding successes have been achieved, mainly in the crop and poultry industry, with regard to livestock, its state was much more developed in the Soviet years than it is today. For example, it can be noted that in 1986 in Ukraine the number of cattle was 26 million 600 thousand head of cattle. Pig breeding also had a maximum number of livestock, estimated at tens of millions of heads. For today in Ukraine there were only 2 million 400 thousand heads of large horned livestock. And this is in view of those animals that are kept in households. The livestock sector is constantly losing productive livestock and, if this trend is not immediately stopped, then in the next 2-3 years, Ukraine from the exporter of dairy products will be among the 10 countries importing milk and products made from it. A similar situation is observed in such an industry as pig production. Such sad results of work in the cattle-breeding industry of our country in the coming months will find their repetition in the agricultural sector as good as this year, such as plant growing. What are the reasons for this deplorable situation in the agricultural sector of Ukraine?!!

Pursuant to the requirements of the International Monetary Fund, the government of A. Yatsenyuk and the Supreme Council of Ukraine abolished the privileges for agriculture on the return of value added tax, which provided for the investment of these funds in the further development of agricultural production. In parallel with this, a value-added tax was imposed on all imported from abroad and having no analogues in domestic production, agricultural aggregates (combines, tractors, seeders), plant protection products (herbicides, insecticides, fungicides), newest hybrids of seeds corn, sunflower, and other crops), for zap. parts for imported machinery and other consumables that are necessary components for agricultural production. Parallel to this, the previous government repeatedly increased the fixed agricultural tax for all farmers.

Not limiting to this, A. Yatsenyuk and his ministers almost 7 times increased the rent for the use of state lands, if counted from 2010. A parallel increase in the prices of natural gas and electricity, which are used in large volumes for the production of mineral fertilizers (for example, in the production of carbamide and other nitrogen fertilizers, 95% of the cost is natural gas). As a result of the increase in the price of gas, prices for all mineral fertilizers, which are one of the most important components in the production of all crops, have increased manifold. Also, a large amount of gas and electricity are used by all farmers in the collection and drying of corn, sunflower and, if necessary, other crops. In addition to the sharp increase in the cost of all agricultural products, the abolition of government benefits for VAT, which also greatly increases the costs of farmers, increasing the fixed agricultural tax, raising the rent for the land to 3,5 thousand UAH per hectare leads to the fact that the costs of agricultural producers to October-November 2016 will exceed the incomes of agrarian enterprises, both small and medium-sized farming. Large agro-holdings also bear huge losses and, mainly, are saved by using crop production as a feed base for poultry farming and egg production.

In parallel with this, large agroholdings withdraw their capital abroad, where they create their own new agricultural production. This leads to capital flight from the country, loss of jobs and loss of value added that could remain in Ukraine and be the basis for the growth of effective demand for people working in the agro-industrial sector, which in turn would be one of the main triggers for the revival of the entire Ukrainian economy. Thus, undermining the economy of the agro-industrial complex, abolishing the benefits of the value-added tax, as well as increasing the fixed agricultural tax, raising rent for land, raising prices for gas and electricity will ultimately lead to the death of the Ukrainian agrarian sector, which could be the locomotive in the process of reviving the domestic Ukrainian economy and raising social standards of life to a level worthy citizen of Ukraine, which would correspond to European and world standards safely th and prosperous life of citizens of the advanced countries of the world.

What needs to be done to the President and the Government of Ukraine to prevent deepening of the gravest crisis developing in Ukrainian agricultural production:
1. Immediately return the benefits of the value-added tax to agricultural producers of all forms of ownership.
2. To abolish the value-added tax for all components vital for agricultural production, namely: all plant protection products (herbicides, insecticides, fungicides); for all types of agricultural machinery, which have no analogues in Ukrainian industry; on all spare parts for imported equipment from all over the world, including Belarus, Russia and other CIS countries; on all the newest hybrids of seeds of corn, sunflower and other crops.
3. Lower the fixed land tax rate to the level of 2013.
4. To lower the rate of rent for the land of state property to at least 3% of the cadastral value of the land.
5. If possible, lower the price of gas and electricity to the level of 2013.
6. To introduce excises on imports of foreign meat of cattle and pigs to a level that will exceed the average cost of one kilogram of cattle meat and pork in domestic agricultural production. The
7. Create favorable conditions from the point of view of minimizing taxation for agricultural enterprises that develop irrigated agriculture. The
8. Ensure the provision to agricultural enterprises of profitable, long-term loans for 5-10 years at no more than 10% per annum for the development of cattle breeding, dairy and meat, and for the development of pig production. The
9. At the governmental level, to ensure the return of the markets of the CIS countries for the sale of dairy, meat and other agrarian and food products of Ukrainian origin.
10. In parallel, it is necessary to seek EU countries to increase quotas for the export of Ukrainian agrarian and food products to European countries to objectively acceptable volumes, which enable them to sell at least 20-30% of all Ukrainian agro products in European countries, that is, the activity of agro-exporters should be improved by adopting the multi-vector principle in the economic strategy of Ukrainian agribusiness.

Dear Mr. President! I ask you to take seriously the above-mentioned agro-industrial problems of Ukraine in the most serious manner and take all the measures that are in your way, for the return of the status of an agrarian superpower to Ukraine!

The problems of the Ukrainian tax and agrarian policy are that it completely contradicts the requirements of the tax and agrarian system of the European Union. Let’s consider it on concrete examples.

The repeated appeal to the President, the Prime Minister of Agrarian and Economic Sciences, and the producers of our country with the demand for the immediate abolition of predatory taxes imposed by the government on agricultural products in the form of value added tax, which was completely abandoned for the development of agricultural production before the introduction of a special tax regime . In addition, we introduced a tax on the import of all consumables for the agrarian sector, which, unfortunately, are not produced in Ukraine: agricultural machinery, spare parts for it, fungicides, insecticides, seeds of the best hybrids of various crops, and so on. In parallel, the fixed fixed agricultural subsidies have been raised several times, as well as rents on state owned land have been raised (almost 7 times).

At the same time, in the countries of the European Union, namely, in the very heart of the EU-Germany, a diametrically opposed tax and agrarian policy is being pursued! What association with the EU can be discussed if the Ukrainian government and the President put into effect the laws that destroy the agricultural production of Ukraine!? Unlike our country, in 2015, Germany provided direct subsidies to agriculture of more than 22 billion euros, as well as 7 billion euros of indirect subsidies, in general, German farmers allocated 29 billion government aid. Including 1.6 billion allocated specially for the development of organic food products!

In addition, in 2008, there are already 2,000 biogas plants in the agricultural sector in Germany, about 5,000 in 2009, and today there are about 50,000 such plants. In addition, the leading EU country stimulates the production of agricultural products, which are raw materials for the production of biofuels (bioethanol in particular).

As far as taxes on German farmers are concerned, it should be noted that those pension contributions they pay to the budget from their income are almost entirely returned to farmers, in addition to fully compensating for health insurance payments so that they constantly feel the care of the federal government .

This is the German tax and agrarian policy, and as far as the EU Agricultural Policy is concerned, it is known that in the EU budget, by 2015, around 36% of the total EU budget was allocated to the agricultural sector subsidy (the total amount of subsidies is 46 billion euros).

With all the concern of the European Union Government about producers in all countries (EU member states), aid to farmers in Germany is the most significant. As a result, more than 80% of agricultural production of German production is exported mainly to the countries of the European Union. Against this background of the European government’s concern about its farmers, the tax and agrarian policies of our president and government are shoutingly different from the policy of comprehensive support for farmers in Europe.

In my appeal to the President and the Government, with a request to return a special tax regime to Ukrainian peasants and not to raise the multiple-fixed agricultural tax, land rent, and other requests made in my letter, I received (after more than a month) an answer. The Ministry of Agrarian Policy of Ukraine, signed by the First Deputy Minister Y. Krasnopilsky, who would perhaps please a mistreated employee of the Ministry of Agriculture, who compiled the project submitted to me the response.

In this reply, the Ministry of Agriculture emphasizes that: The Ministry of Agrarian Policy consistently advocates support for agricultural sectors and agricultural enterprises of all forms of ownership, in particular the maintenance of the special regime of taxation of value added tax in the field of agriculture and forestry, as well as fisheries.

In addition, the Ministry of Agrarian Policy: “Understanding the difficulties encountered by agricultural enterprises in connection with the adoption of the Law of Ukraine dated 24.12.2015 No. 909-VIII” On Amendments to the Tax Code of Ukraine and certain legislative acts of Ukraine on ensuring the balance of budget revenues in 2016 year The Ministry of Agrarian Policy informed the Cabinet of Ministers of Ukraine, the Ministry of Finance of Ukraine and the National Bank of Ukraine about the negative consequences that could be caused by the implementation of such tax innovations”.

As we see from the answer of the Ministry of Agrarian Policy, his figures partially understand the perniciousness of their adopted laws for the peasants of Ukraine, but begin to feed them with promises of some kind of direct fantasy grants in the amount of 450 billion UAH or 210 billion UAH, that is, the amount is several times less than that amount , which is picked up by agrarians. The mythicity of these promises is more than obvious, because the budget of Ukraine has a huge deficit, it’s worth mentioning only one 147 billionth debt of the Pension Fund of Ukraine!

Yes, and why pick money from agrarians? Is that to promise to return them? (Joke)?!

One can not help surprising the agrarian and Ukrainian public as a whole with the following statement from the Ministry of Agrarian Policy: “According to clause 4.1.2 of clause 4.1 of Article 4 of the Tax Code of Ukraine, one of the principles of the tax legislation of Ukraine is equality of all payers before the law, prevention of any manifestations of tax discrimination – ensuring the same approach to all taxpayers regardless of social, racial, national, religious affiliation, forms of ownership of a legal entity, citizenship of an individual, m This source of capital. Given the above implementation of such proposals unequal and disadvantage all other market participants”.

It seems that employees of the Ministry of Agriculture, including its leadership, have forgotten that “to put on a level playing field for different producers in Ukraine” is not only impossible, but impossible, because all industrial production in any country carries out its industrial activities in closed premises, specially adapted for a particular type of activity, and the cultivation of wheat, corn, soybeans, sunflower, sugar beet and other crops, is conducted under the open air, and completely depends on the whims of nature: weather, seasons, and other factors on which neither the Ukrainian government nor any world government, apart from the Lord of God, can influence. Therefore, trying to equalize farmers producers with industrial producers in a single tax and state policy can only amateur or deliberate pests.

Regarding the answers of the Ministry of Agrarian Policy of Ukraine to all my other requests: in order to reduce the cost of loans for the development of agriculture, I received an answer whose content eloquently reflects the saying: “I am not me and my house is not mine.” That is, it follows from the answer that the Ministry of Agrarian Policy can not influence neither the banking system nor the fiscal service of Ukraine, nor any other state bodies of our country. Then the question arises – why do we have such a Ministry of Agriculture?. And besides, why do we have such a President, Prime Minister, who only promise us fabulous grants that are completely unreal and knowingly false? We see that the policy of lying and total deception, as well as robbing the agrarian sector by the government, the Prime Minister and the President of Ukraine, is not accidental, but a planned work.

Probably, therefore, we raise the price of electricity, gas, heat, hot and cold water at 2,3,4,5,6,7 and more times, impose taxes on real estate, on pensions, on vehicles! We are deprived of free medicine, free secondary and higher education. It seems all these innovations have the same goal – genocide not only of Ukrainian industry and agriculture, but also genocide of the Ukrainian people, whose number has already fallen to 42 million people.

According to experts’ forecasts, in connection with the enormous increase in mortality of people, and the same catastrophic decline in fertility, the population of Ukraine by 2020 will be less than 35 million people.

The Holodomor of 32-33 years will be seen as a children’s shout, against the background of processes that are developing today in our native Ukraine! The only salvation for the people of Ukraine is the immediate peaceful re-election of the President, government and parliament. Otherwise Ukraine will be facing uncontrolled popular upheaval.

The President, the Prime Minister of Ukraine and Parliament have for a long time fed our people’s promises of a visa-free regime, a high standard of living for Ukrainians, similar to the European one….

The visa-free regime for Ukraine is postponed indefinitely. Yes, and does the Ukrainian need a visa to Europe, if he has nothing to pay for utilities, have nothing to feed himself and his children, there is no reason to treat his parents, there are no vaccines to make vital vaccinations for children?!

Ukraine’s industry is in a state of progressive collapse and the same progressive theft, under the pretext of privatization. Privatized not unprofitable state-owned enterprises, but the most profitable and promising, strategic enterprises of Ukraine, such as the Odessa port plant (OPP), which is a transistor ammonia not only from the main 5 giant plants of Ukraine, but is also a transitor of nitrogen fertilizers, which are produced, including, at the chemical plants of the giants of the Russian Federation. In fact, the Odesa Portside Plant (OPF), is a monopolist on the entire territory of the former USSR, from the export of nitrogen fertilizers, accounting for almost one third of the annual turnover of nitrogen fertilizers worldwide.

Ukraine’s gas transit system is analogous to the Odessa Port Plant (OPP).

In previous parliaments and governments there was a responsibility to ban the sale of Ukraine’s gas transportation system. The current leadership of our country has decided to take advantage of the “gaps” made by the previous, more responsible statesmen, who attributed the IPF to the enterprises of improper privatization.

We are witnessing the privatization of a unique, supermarket, strategic state-owned enterprise in undoubtedly for corrupt purposes. The plant is sold for $ 0.5 billion, while its real value is well above $ 10 billion, and maybe more, as it is of strategic importance both for the chemical industry of Ukraine and for similar enterprises of the whole post-Soviet area.

A similar fate has been prepared for Ukrainian sea ports. Privatization of the Southern sea port looks like a blasphemous port, as it is the deepest and most powerful port, capable of accepting the largest vessels in the world, such as Panamax, and others. Especially since recent work on dredging and modernization of the port infrastructure of this port has invested billions of public money. To sell the port are going for a penny.

We see that the most profitable enterprises that bring in the state treasury billions of dollars, and are not loss-making, are sold for nothing. A priori is aware of the existence of a huge corruption component.

Thus, instead of saving the most profitable state-owned enterprises, they are trying to “sabotage”, but really unprofitable enterprises continue to “hang” on the state budget. The two above mentioned companies are not the only common list of the most valuable state assets. There are dozens of such examples.

That’s what brought us eurointegrators who came to power!

The agrarian sector collapses with enviable tenacity . For this purpose, various methods of destruction of the rural sector are involved. Even attempts by the few, prudent deputies of the current convocation, who are trying to return the agricultural sector to the special tax regime, encounter the obviously deliberate reluctance of the President, the Government, and Parliament to preserve the agrarian sector.

We are campaigning to live like in Europe, but do worse than in Honduras!

In the European Union, more than 36% of the annual budget (more than 44 billion euros) is annually spent on direct subsidies to farmers of all forms of property. At the same time, in the “minor” EU countries (Lithuania, Latvia), subsidies amount to only 80 euro per hectare per year, whereas in the “main” European countries: France – 405 € per hectare per year, Greece – 529 €; per hectare per year, Germany up to € 700 per hectare per year. Direct free subsidies are allocated irrespective of whether the profit or loss was received by a European farmer, moreover, if the producer has suffered any damage due to unfavorable weather conditions, unfavorable prices on the domestic or foreign market, the state fully compensates for these losses.

A similar system of protection and direct government subsidies exists in the USA, where the farmer has not only direct state subsidies, but also so-called indirect (cross-subsidies) subsidies. For example, in the United States since 2007, since the enactment of the law on increasing the use of bioethanol, as one of the main components of automotive fuel, all producers of bioethanol, as well as corn used as the main raw material for the production of bioethanol, allocates the state additional subsidies for the development of more environmentally friendly types of fuel. In addition, in America there is also state insurance for agricultural production, which depends on unfavorable weather and market factors.

For example, in 2009, American cotton producers, who suffered losses from drought in the amount of only 5%, received state compensation of 100%.

Thus, we see that, in America and in the European Union countries, the state allocates huge direct subsidies to all producers and 100% offsets all their losses from adverse weather conditions or market conditions.

And now let’s see what’s happening in Ukraine, which declares European values:

Instead of direct or indirect subsidies to farmers, they are taken by a special tax regime, the so-called value added tax (VAT), which was previously owned by producers, for purely production needs. Today, 75% goes to the state budget. In addition, all spare parts for agricultural machinery, plant protection products (herbicides, insecticides, fungicides), hybrids of advanced crops (corn – Pioneer, sunflower – Syngenta, etc.), mineral fertilizers produced from imported gas – all these products have import origin, as in Ukraine, for all its years of existence, no government has taken care of the creation of its own goods vital for agricultural production. For all these goods, the current government introduced an additional tax – value added tax (VAT), which further aggravated the situation of Ukrainian farmers. But these “innovations” reject the agroindustry of Ukraine in the difficult 90s, turned out to be too easy for the President and the Government for the peasants, they were raised several times, the so-called “fixed” agricultural tax. But this “European support” to the President, the Government, the Parliament was not enough – they almost increased the rate of rental payments for state land by almost 7 times compared to 2010. With such “help” of the native Government and enemies do not need! Given the difficult weather conditions of the current year, as well as all the above-mentioned agro-data, or, more precisely, agricultural plots, the agro-industrial sector of Ukraine has already shown a drop in production, which in the next six months will turn into a tragedy for Ukrainian farmers and residents of our villages, living standards which is directly related to the efficiency of the work of farms.

The collapse of the banking system of Ukraine: accident or regularity? And who benefits?

To date, almost half of Ukrainian banks go bankrupt, almost 45 thousand of former employees of banking institutions have been thrown into the street. It is 45 thousand families who have lost their main source of their existence, as well as stolen billions of hryvnia from millions of Ukrainian depositors.

This is indeed the values of the European Union, for which the country was drawn into a “revolutionary” nepersedel, into the war in the South-East of Ukraine.

Who needs this? The answer to this question is simple and obvious. Who financed the “revolution”, he used this.

Strategic American real estate investor NAI Global enters the Ukrainian market. In order to make a liquid product worthless, it is necessary to disturb the stability (economic, political) of the given country, which is done in our state. Logically and rationally, that transnational American companies are buying up our real estate, our seaports, OPP, make a lucrative farm, in order to continue to buy, for no time, an unnecessary, unprofitable land that will lead to bankruptcy throughout the country.

American banks (Goldman Sachs, Bank of New York) and others will appear on the site of the destroyed banking system of Ukraine.

APPEAL TO THE PRESIDENT OF UKRAINE PETROVSKY PORSHENKO, PRIME MINISTER AND THE VERKHOVNA RADA

The last branch of the Ukrainian economy, which until now has secured the inflow of foreign currency into the country, and also gave work and nourished millions of Ukrainian peasants and all citizens of Ukraine, today is barbarically unchartered by the Government, the President and the Verkhovna Rada of Ukraine.

After the adoption of the criminal laws on agriculture in Ukraine (which was made during the adoption of the budget for 2016), catastrophic taxes were imposed on the import of agricultural machinery, spare parts for it, on the import of seeds of the most advanced world hybrids of seeds, corn, etc. Also, an additional VAT was imposed on all plant protection products and other goods that are an integral part of agricultural production. In parallel, the Parliament, under the pressure of Prime Minister of Ukraine Yatsenyuk, and after the signing by the President of Ukraine, Poroshenko passed laws that tax the value added as well as the products of agricultural producers themselves.

In the history of independent Ukraine since 1991, it is the first Government and President, as well as the intellectually and morally completely degraded Parliament, which lifted the ax on the last hope of the Ukrainian people and, in particular, the Ukrainian village, an ax of death for Ukrainian citizens.

As a result of the imposed taxes, all up to the present moment liquid and highly profitable production will become bankrupt within the next 6 months! Together with the destruction of large, medium and small farms, irreversible destruction of that material base, due to which lived to this day the Ukrainian village. Unfortunately, Ukrainian peasants will understand this only in August-September, when agrarian enterprises start massive bankruptcy.

This will lead not only to the loss of Ukraine’s main export potential, but also to the loss of supplies of Ukrainian food to the trading networks of our cities and villages. With great regret it is necessary to state that as a result of short-sighted and criminal policy of the state, which allows the import of imported pork and cattle meat into the country, almost all previously high-yielding pig farms and farms for dairy cattle have been destroyed practically by 97%, so and meat direction. As a result, today Ukrainians are not even aware of it buying in the markets and in the stores meat of imported origin (cheaper, but also much less quality, grown with the use of a large number of different growth stimulants, which makes this meat not only not useful, but also extremely dangerous from the point of view of the emergence of long-term side effects in the form of an increase in the number of cancer diseases, autoimmune, hormonal and other diseases, the nature of which today is not even understood from the standpoint of modern domestic and wool medicine).

Even high-cost producers of chicken and eggs in the past have been suffering heavy losses as a result of destructive and deliberately disastrous policies of both the Ukrainian Government and international advisers (such as the International Monetary Fund, the European Bank for Reconstruction and Development, and other European and American “benevolent”). .

Ukrainian producers are brutally punished and deceived because of their naive and trusting position when they relied on numerous promises by the US State Department and the European Union to provide Ukrainian agribusiness producers with maximum assistance in promoting Ukrainian agrarian products to European, American and other markets. Ultimately, we were all cheated. Only one of Myronivskyi Khliboprodukt, which produced 1 million 200 thousand tons of chicken meat per year, of which about 400 thousand tons was exported to Russia alone, after the closure of the Russian markets is huge losses. The promising European Union has provided Ukraine with a total chicken meat quota of only 16 thousand tons per year. For the rest of the meat, a tax of 1,000 Euro per ton of meat has been introduced, which makes Ukrainian meat unsold, competitive in European markets.

Here are the visible results of Ukraine’s entry into the European Union, as well as the results of the adventurous policy of the Cabinet of Ministers of Ukraine headed by its Prime Minister Arseniy Yatsenyuk. The policy of the Minister of Agriculture of Ukraine A. Petrenko, which television screens tells the Ukrainian people about, supposedly, huge achievements in their activity, is amazed and indignant. About some huge loans in the amount of 100 million UAH or less, while, I think, he and all economically developed farmers are well aware that today Ukraine’s agriculture needs tens of billions of hryvnias in order to stabilize and to develop the economy of the agrarian sector, that is, talking about some kind of crop aid to the village look cynical and blasphemous!

Agrarians of Ukraine appeal to the President of Ukraine, the Verkhovna Rada and, above all, to the Verkhovna Rada Committee on Agrarian Issues, which employ a few but really highly skilled and experienced agricultural leaders such as, for example, Leonid Petrovich Kozachenko, with the request and the last the requirement to immediately abolish the value-added tax on all imported consumables that are vital to ensure normal agricultural production, at least in the field of plant growing, but also extremely important & mdash; to prohibit the import of pork and beef of foreign origin. And also to provide the most favorable conditions for the development of Ukrainian livestock and poultry farming!

If the President of Ukraine, the Prime Minister and the Verkhovna Rada will not abolish the destruction of the village taxes and numerous taxes, will not stop increasing the prices for electricity, gas and other energy sources, Ukraine is waiting for a social blast that will start in the villages of Ukraine, and will end in its capital – the city of Kiev. The people of Ukraine have finally realized that in the country not only is a deep political crisis (“the ranks” continue to steal, and “lower classes” continue to suffer), but also a catastrophic economic situation. In previous publications, I have repeatedly addressed the President and the Government to the “corkscrew”, however, our rulers do not hear us. Once again, I want to conceptually explain what needs to be done for the economic revival of Ukraine.

Fixing the national currency and preventing any hryvnia fluctuations against the dollar or euro.

The transition from the policy of prevailing imports to the development of domestic commodity producers (in our country the import reaches 70%, while it is known that if any country admits more than 14% of imported goods to its market, then the economy of this country begins to fall). The sad reality for our country suggests that in Ukraine at the beginning of 2015 there were only 845 thousand enterprises-commodity producers. While, for example, in Hungary, in which the population is about 10 million people, the number of commodity producers is one million. 500 thousand enterprises, which already speak about France – 8 million, UK – 10 million, Germany – 12 million, USA – 20 million. The number of enterprises in the country continues to fall catastrophically, closed as large, medium and small enterprises.

It is necessary that the Government, by attracting foreign loans, direct them not to be fed and abducted, but to lend to existing enterprises and to create new enterprises of commodity producers. It is impossible to spare a political or economic interest in breaking economic relations with the CIS countries and, above all, with Russia, as Russia occupies about 60% of the market for our machine-building, metallurgical and agricultural products.

Creation of favorable conditions for the development of the domestic producer. This requires direct and indirect state regulation of the economy. Since after the signing of the Association Agreement with Europe, we have no legal right to impose any customs or other restrictions on goods imported from Europe, we can protect the Ukrainian commodity producer by introducing a system of a fixed exchange rate of hryvnia to foreign currencies at a low level, for example, 10 UAH per dollar for critical imports (which includes medicines that are not manufactured in Ukraine, are vital: insulin, drugs for hemodialysis, powerful antibiotics, etc., but the same high-tech equipment tion for the oil and gas industry, agriculture, engineering). To oblige commodity producers and sellers, so-called goods purchased for critical import, to sell these goods on the domestic market with an increase of no more than 2-3%. This will reduce the prices for pharmaceuticals in pharmacies (and in general prohibit companies that conduct wholesale and retail trade to do domestically markup over 5-10% of the price of a commodity producer). This will reduce the prices for everything, including vital goods, and increase the purchasing power of the population. In addition, the sale of currency for importers importing goods, food or industrial goods into the territory of Ukraine should be carried out at currency auctions to be held by the National Bank. Exchange rate on currency auctions should be determined only by the level of demand (no restrictions). This will increase the National Bank’s revenues, raise the dollar and the euro, and, as a result, lead to high prices for imported goods, respectively, domestic goods will be much cheaper, and therefore, much more competitive and more affordable for the population, which will further increase demand. on domestic goods and will contribute to the development of the old and the creation of new domestic producers.

Ukraine should pursue policies to increase wages, pensions and other social benefits. It will also increase domestic solvency and demand for domestic goods and will promote the development of domestic commodity producers.

The Ukrainian government would be wiser not to take external loans and to put the country in the middle of foreign debts. It is much more advisable to change the banking policy in Ukraine, in particular: there must be at least 40% of state-owned banks in the country, and it is these state banks that should assume responsibility before the people to accept people’s money and multiply them in deposits, both in foreign currency and in hryvnia , regardless of any circumstances. This will attract tens of billions of dollars into the financial system of the country (as you know, about 100 billion dollars are in the hands of the population). By attracting this money, we do not fall into the bondage of foreign creditors, whose purpose is not the rise of the Ukrainian economy, but rather, on the contrary, its collapse!

When honest and responsible managers will be in power in the state, the tax system will be favorable, for example, to reduce taxes on dividends to 5%, to reduce taxes on income up to 10-12%, and to eliminate the value added tax (a source of megaculture). This will attract the money of domestic businessmen from offshore to the economy of their country. Countries in which there is no place for “revolutions”, coups, civil wars, and lawless domestic oligarchs.

There are still many instruments of direct and indirect state regulation of the Ukrainian economy, which can allow a country to recover from a severe moral-psychological, material and economic crisis. But for this country should be governed by domestic professionals who have proven themselves not only by scientific works in printed publications, but also by the results of their practical activities in the economy.

The stabilization of the economic situation in Ukraine requires, of course, a solution to a number of political issues: the cessation of any military action in the south-east of the country and the resolution of the conflict exclusively by political means. The next stage is a series of economic transformations that need to be implemented quickly and in full. This implies the introduction of a new monetary and financial policy of the state. Namely, the introduction of the concept of “critical import” (the dollar’s rate on critical imports will be tightly fixed at a stable level of 21 hryvnia for 1 dollar), a rigorous definition of the list of goods related to critical imports, in particular, equipment for the oil and gas industry, equipment for the use of alternative energy sources. In the second place, medicines without analogues in Ukrainian pharmacy are necessary for vital functions of the organism (insulin, preparations for hemodialysis, preparations necessary for chemo-therapy of cancer patients, modern and more effective antibiotics, etc.), necessary goods for agricultural production (herbicides, insecticides, fungicides and spare parts for agricultural machinery) (not to import ready-made agricultural machinery, but to contribute to the construction of first in Ukraine initially “open-cast” production, and according to im full plants for manufacturing agricultural machinery).

All other consumer goods that are not critical to the livelihoods of people and the economy (ie consumer goods: automobiles, mobile phones, computers, clothing, food) of imported production should be procured at auctions held by the National Bank, where the dollar is artificially not limited.

1. The Government and the President should introduce direct, policy-oriented state regulation of the monetary and financial market of Ukraine. This will allow for a positive foreign trade balance, reduce inflationary pressure on the hryvnia, and promote the development of domestic production of goods and services, which will be the first impetus to the development of the domestic economy.

2. It is necessary to establish economic relations with all countries of the customs union, including Russia.

To promote the development of the most promising branches of the Ukrainian economy to date, it is the agricultural and food industry (for this purpose, it is necessary to establish duties that reduce the import of meat and meat products and the import of milk and dairy products in order to stimulate livestock production in Ukraine , which will contribute to the development of the Ukrainian meat and dairy industry, which will lead to the restoration and the appearance of new plants, will increase the quantity and quality assortment of food products, and for the budget will increase the base of pods taxing, providing new jobs, increasing employment, reducing unemployment). The development of the agro-industrial complex will result in the development of agricultural and food machine-building, which, in turn, will increase the demand for metallurgical, coke-making, mining and concentrating plants.

4. The next priority for the development of the Ukrainian economy is aircraft and rocket building. The President and the Government of Ukraine are now obliged to find sales markets and partners for joint production in the above-mentioned sphere. At the same time, special attention should be paid to restoring ties with the countries of the customs union, including with Russia, which accounted for about 60% of all machine-building products produced in Ukraine, as well as the development of relations with India and China.

5. In the development of relations between Ukraine and the European Union, ask the EU countries to confirm their good intentions with real orders for agro-industrial, aircraft and machine-building products of Ukraine.

6. To prohibit governments from using loans received for the purchase of imported goods (which, in essence, is a re-lending of foreign economic systems and oppression of the economy of their country). Develop government programs, according to which, credit resources are directed towards lending to domestic production.

7. A new program of infrastructure development in Ukraine (ie, investing in road construction, development of railways, sea and river shipping, development of new information and communication systems). The development of infrastructure projects will contribute to the creation of a material basis for the development of Ukraine’s economy, in parallel it will provide solvent demand in these areas. The appearance of additional money from workers employed in all these infrastructure projects will increase the solvent demand for products of the agro-industrial complex, products of light industry and the industry of consumer goods, first of all, domestic production, as prices for consumer goods of imported production will be deliberately and significantly we are inflated through a system of currency auctions. In this way, we will be able to create, in fact, a closed circle in which any money that has fallen into the Ukrainian economy (be it loans, investments, etc.) will remain in the economy of the country when a gradual increase in solvent demand the population will contribute to the growth of the domestic economy, and the export of competitive Ukrainian products will bring the currency into the state treasury.

Humanity is on the verge of a possible catastrophe. This is the threat of the Third World War!

No less serious threat to humanity is the severe diseases such as cancer, AIDS, various severe autoimmune diseases (systemic lupus erythematosus, dermatomyositis, rheumatism, glomerulonephritis, and others).

I would really like the leadership of America and European countries to help humanity, using its huge financial capabilities, not to fuel the war in my native Ukraine, but to develop methods of treatment and prevention of the so-called severe illnesses that I call people to suffer and die in people’s torture. -any nationalities, political views and beliefs. Moreover, we should pay attention to the leaders of America, European countries, Ukraine and Russia, which, unfortunately, in the structure of mortality after cardiovascular diseases oncology problems are in second place, almost all over the world.

It is known to all doctors and even policemen that in cancer patients suffering from these ailments, different protein and other molecular-chemical structures appear in the blood that appear in the body of women during pregnancy (alpha-fetoprotein and other substances). These changes in the blood of cancer patients, as well as in the blood of pregnant women, are accompanied by severe oppression of the immune system, mainly affects the so-called T-cellular system, which is responsible for antitumor and antiviral protection. In parallel, there is also a less pronounced inhibition of antibacterial, so-called B-cell immunity. Attention is drawn to the fact that the larger the size of the fetus in the body of the pregnant woman and the larger the size of the tumor, the stronger the suppressed immunity. The oppression of immunity in the body of a pregnant woman is most expressed, as a rule, at 4,5,6 months of gestation, that is, while there is a rapid growth of less differentiated cells and tissues of the fetus, which is also characteristic of cells of the malignant tumor (the less differentiated tumor cells, the sooner they divide, that is, the tumor grows and the stronger they suppress the immunity). Unfortunately, in cancerous diseases, cells of organs and tissues damaged by mutation grow and share with their rapid dedifferentiation (that is, the rapid loss of damaged tissue with its high specializedism).

For example, if kidney cells perform the function of purifying blood from various toxins and slags, then when damaged by their cancer process, they lose this opportunity and are no longer able to perform work to protect the human body from various products of decomposition of proteinaceous substances and other toxic substances. Unlike the cancer process in the body of a pregnant woman, the growth of the fetus is accompanied by an increase in tissue differentiation and there is a constant increase in the immune response. Upon completion of the processes of differentiation of organs and tissues of the fetus, that is, when the child in the womb becomes fully formed and ready for birth, and for independent life, in the body of the pregnant woman, the activity of T-cell immunity sharply and, as a rule, potentially increases, as we have already said provides the body with a mother protection from any foreign protein structures, including the mother’s body produces antibodies in relation to its own fetus. The above facts indicate that when the process of growth and differentiation of the tissue terminates in the fetal body, it stops the production of fetal growth proteins by hormonal proteins and the like. I am ready to share my thoughts and knowledge with those people who sincerely want to work for the good of humanity. In advance, I warn that detailed information is much more complicated and, accordingly, may only be available to non-ordinary professionals in the field of medicine and biology.

Paradoxically, the fact that treatment of cancer as well as AIDS is possible today, but for this it is necessary that the development of the above scheme is carried out by leading experts of the world, uniting their efforts. This is largely due, firstly, to the absence of the Minister of the necessary knowledge about the conditions and peculiarities of the provision of medical care to citizens, depending on the causes of the disease. And secondly, with the ignorance of the intricacies of the current health system in Ukraine.

These factors are accompanied by a lack of understanding of the mentality of Ukrainians in the field of medical care for the population. Also, the state of the economic and socio-political crisis does not allow to receive the budget of the country funds adequate to the real cost of privatized health facilities – regional and district hospitals, polyclinics, special medical institutions (tuberculosis clinics, skin clinics, etc.) and others medical institutions.

In the event of attempts to transfer privately to medical institutions of Ukraine and, in particular, as stated by the Minister, the privatization of medical institutions in Kyiv, as a pilot experiment, this will lead to undoubtedly tragic consequences for the capital’s residents, especially the elderly, as well as members of low-income families, from income equal to the minimum subsistence level. Unfortunately, the number of these people in Kyiv, as well as throughout Ukraine, reaches about 65% of the total urban population. This figure is somewhat lower in Kyiv, as it is the center of the state, where the largest number of the most lucrative and wealthy enterprises are concentrated, which provides higher incomes of the working part of the population. Speaking about all Ukrainians, the number of people living at the minimum subsistence level will reach about 85%.

Thus, healthcare reform, announced by the new Minister of Healthcare imported into Ukraine, will lead to a major part of 75-85% of poor Ukrainians as a result of the shortfall or lack of qualified medical assistance.

Privatization of medical institutions in the conditions of the economic crisis, as well as in the ineffective work of the system of controlling, law enforcement and judicial authorities of Ukraine, will lead to the sale of state-owned health care facilities at a symbolic price, which will be at times subtracted from real data. Conditionally, the next “privatization” will inflict losses on the state budget, calculated in billions of hryvnia and dollars.

It will be the ground for the prosperity of hidden megaculture. In addition to the huge economic disadvantages, the life and health, and the already long-suffering Ukrainian people, will be the most significant loss. In the case of a total or mass “privatization” of medical institutions in Kiev and Ukraine, there will be problems with the provision of emergency medical care to patients with a different urgent (acute) pathology. After all, nobody explains to our population, in what volume and at what expense, will help the private medical institution in urgent cases (accidents, development of acute myocardial infarction or stroke, knife or firearms)? Will the Hippocratic oath be violated, and will they receive the above-mentioned patients all the necessary medical assistance? It is unlikely that private hospitals will provide expensive services to low-income citizens, as well as the elderly or the disabled.

Thus, the reform of the health care system should be carried out not spontaneously, but well thought out, calculating the economic component of this process, as well as taking into account the socio-political situation in the country. It is important to rely not on the utopian ideas of Ukrainian or foreign officials aimed at saving the state budget. The priority should be the most qualified, full medical care aimed at restoring the health of Ukrainian citizens, as well as carrying out preventive measures designed to make it impossible to have a high level of morbidity, injury and mortality in the country.

The health care system, as well as social protection, should be aimed at increasing the life expectancy of the people, increasing the birth rate and comprehensive maternity and childhood support in Ukraine. Only such a health care reform, I firmly believe, will be supported by all citizens and medical workers in Ukraine, whose interests should also be protected by the state, motivating doctors for their effective and effective medical practice.
